Mumbai: The six-week long 'water for all' lab organised by the Delivering Change Foundation (DCF) of the Sakal Media Group (SMG) has identified 32, implementable initiatives which aims at making Maharashtra drought-free.

Speaking at the valedictory function of the water lab, V Giriraj, Principal Secretary, Water Conservation said that the outcome of the water lab organised by the Delivering Change Foundation (DCF) of the Sakal Media Group (SMG) was like a Detailed Project Report (DPR) of the government ready for implementation.  “It is like a DPR for us. You will be putting it in the public domain. It would be a property of Maharashtra,” Giriraj said. Seventy lab participants were handed over certificates by senior bureaucrats of the Maharashtra Government at the Sahyadri State Guest House, Malabar Hill in Mumbai on Thursday.

The lab, which has been organised by the DCF-SMG in collaboration with the Performance Management and Delivery Unit (PEMANDU) of the Government of Malaysia, the Government of Maharashtra and the India Backbone Implementation Network (IBIN) of the Planning Commission of India supported by the Rajiv Gandhi Centre for Contemporary Studies of the University of Mumbai, aims to make Maharashtra drought-free in five years.

Addressing the participants who took part in the lab, Giriraj said, "In Maharashtra, we have seen that challenge brings out the best in people and this is yet another example." According to Giriraj, the lab was as good as any 'foreign training' where with the help of the PEMANDU methodology, a implementable solutions have been documented. "This methodology is fascinating,” Giriraj said.

Giriraj likened the water sector to an elephant. “We have seen most of the elephant. But some portion is yet to be seen. This lab has been a great collaborate effort,” Giriraj said. He thanked Chief Minister Prithviraj Chavan and Chief Secretary JS Saharia for backing the DCF-SMG initiative.

Bobby Nimbalkar, Head, Strategic Leadership Council of Sakal Media Group in his presentation said, "These are not merely projects, but programmes in itself." According to Nimbalkar, the post-lab phase would see awareness, advocacy and education. “We will create awareness through the media, have public engagement and grass-root level connect to take these efforts further,” Nimbalkar said.

In his message to the participants, Abhijit Pawar, Managing Director, Sakal Media Group said that the outcome of the ‘Water for All’ lab would be shared with the people of Maharashtra and all political parties. “We are the change makers, be the ambassadors of what we have done," Pawar said in his message.

V Giriraj, Principal Secretary, Water Conservation

At the end of six weeks, we have seen that challenge brings out the best in Maharashtra. I must thank the Delivering Change Foundation team of the Sakal Media Group for bringing the PEMANDU methodology of Malaysia to Maharashtra

Satish Umrikar, Hydro-geologist, GSDA

After six weeks, we have started believing in ourselves and each other. Initially, there were big egos and quarrels. But this diminished, as we started speaking on the basis of data. Our solutions are simple enough.

Anil Jadhav, Assistant Professor at WALMI-Aurangabad

Participants got very well acquainted with the Big Fast Results (BFR) concept of Pemandu. I think , we should start implementing the PEMANDU methodology of Malaysia in each and every office.

Prasad Narvekar, Executive Engineer, Water Resources Dept, Satara

In the beginning, everyone thought they had a solution. From a heterogeneous lab, it became a homogenous lab. What is important is that the solutions are backed by data.’

Sudhir Kumar Goyal, Additional Chief Secretary, Agriculture

Well done.

Eknath Patil, Principal Secretary, Water Resources Department

I should have participated in such a great experience, I missed it.

Malini Shankar, Principal Secretary, Command Area Development

Different departments were working separately.  But now we have seen that people are working together. Today, after the process involving government officials, independent experts, NGOs, corporate, we can proudly say that we have the data, which has gone through extensive tests.

Arzee Pardas, Manager, NKEA Wholesale and Retail
We must thank the Maharashtra Government for its support. It was an enjoyable experience for us.
